few days ago there was talk in the study of the difficulties and uncertainties in the procedures of assent of a photovoltaic (small) to be installed on the roof of a building.
A recent ruling by the Council of State ( No. 624/2010) is very clear: the goals laid down at Community level will focus on the obligation, in the hands of the public administration to take appropriate measures to promote the consumption of electricity produced from renewable energy sources in the internal electricity market (see Directive No. 77/CE 27.9.2001, Art. 6), reducing barriers legal and otherwise, streamlining and expediting procedures at the administrative level.
In essence, energy policy is the responsibility of government agencies to reduce regulatory barriers and uncomplicated, just in order to accelerate procedures at the administrative level.
