Dear Mr President Lombardo, we appreciate your responsible position on the Waste Plan which, in fact, clear the four incinerators Cuffaro, but we remain disappointed by the decision to use CDR as co-fuel in the cement for the following reasons:
1. it is always used for combustion, with the aggravating circumstance that the cement plants are more polluting incinerators because they do not have specific systems for dust suppression and even less of micropollutants, and authorized with higher emission limits (the limite per le diossine passa da 0,1 nanogrammi/mc negli inceneritori a 10 ng/mc nei cementifici, cioè 100 volte di più!). Inoltre, essendo le temperature di esercizio dei cementifici più elevate di quelle degli inceneritori, le emissioni, ed in particolare il nanoparticolato (costituito essenzialmente da metalli pesanti), sono ancora maggiori; inoltre l’americana EPA ( Environmental Protection Agency) ha rilevato incrementi significativi di mercurio, uno dei maggiori composti tossici per l’uomo, nelle emissioni di cementifici alimentati con CDR. Negli USA i cementieri sono obbligati ad indicare, sui contenitori di cemento ottenuto con l’impiego di CDR, la scritta “cemento ottenuto con co-combustibile Cdr ”, in quanto tale cemento diventa pericoloso per la salute a causa del rilascio di metalli pesanti da parte dei manufatti con esso realizzati ;
2. disincentivazione della raccolta differenziata e, di fatto, apertura all’importazione di CDR, come dimostrato dalla politica dei termovalorizzatori. Inoltre, con l’utilizzo del CDR quale co-combustibile, si registra una sostanziale riduzione del riciclo di materiali pregiati quali carta, cartone e plastiche, e dei posti di lavoro;
3. peggiorerebbe di fatto il piano Cuffaro, passando da 4 a 6 inceneritori (quanti sono i cementifici Sicily): a Modica and Ragusa, both areas dedicated to livestock and greenhouse crops, causing irreparable financial damage, in Catania, allocated in the urban center that would lead to an increase in heavy traffic and therefore noise and dust at Priolo, in full industrial area, already heavily compromised, in Isola delle Femmine (PA) and Porto Empedocle (AG), the latter two in urban areas with a strong tourist vocation.
Mr President, these three reasons why particular concern, and we invite you to take the road that the whole civilized world has long since begun and that is "Zero Waste Goal" che privilegia il riciclaggio e considera e sfrutta i rifiuti come una risorsa.
è mai possibile che, con le conoscenze scientifiche sui devastanti danni all’ambiente e alla salute, arrecati dalle emissioni degli impianti di incenerimento, si possa ancora oggi continuare sulla vecchia strada degli inceneritori che “termo-svalorizzano” l’ambiente, la salute ed i rifiuti?
è così complicato costruire almeno un impianto di compostaggio per provincia, obbligare i Comuni ad attivare i centri di raccolta e costruire quegli impianti, assolutamente non inquinanti, che trasformano la frazione dei RSU non riciclabile in sabbia artificiale ottima per l’edilizia, how do you "Vedelago?
Everything, if you will, is achievable in the short term, with lower costs than the systems with CDR and the creation of more jobs clean.

Four environmental groups write to the President of Sicily Region Raffaele Lombardo to express their disappointment about the new waste plan presented yesterday by the governor. "We appreciated the statement, signed by AugustAmbiente, Decontamination Sicily Island Constituent Environmentalist and Clean City Committee, responsible for its initiative to clear the four incinerators planned by Cuffaro but but we remain disappointed by the decision to use the CDR, or refuse derived fuel, cement, because they are more polluting incinerators because they do not have specific dust collection systems and authorized with the highest emission levels.
